MAC Committee Membership

[Be aware that the following was approved by USA Rugby prior to their bankruptcy and the reorganization. There are no longer official Competition Regions under the Senior Club Council or their Competitions Committee. Thus, the following is a general framework, but can be deviated from as needed. MAC is currently a cooperative committee elected from Capital and Eastern Penn members.]

Competitions Committee Members are to be elected or appointed by their respective Geographic Unions, the Capital Geographic Rugby Union and the Eastern Penn Geographic Rugby Union for the first terms of the committee for 2014-2016. The terms of these coordinator positions will be from August 1st to September 30. The term for the Chairperson will be from December 1 to November 30. After, 2016, each Union will elect the positions as described below with the exception of the Chairperson position, who will be elected by the committee members.

USA Rugby has a set of Terms of Reference for each Competitions Committee to follow (USAR docx file, updated in May 2018).

Chairperson – Responsible for the oversight of competitions within the Mid-Atlantic Conference and confirms that each union has equal representation within each position noted above. Represents and communicates as a liaison between the MAC region on the National Competitions Committee as called by USA Rugby. Calls meetings on a regular or as needed basis to meet the needs and schedule of the MAC competition’s seasons. Responsible for ensuring publication of club contact information, schedules and policy and procedures on MACrugby.org website. The Chairperson will be elected by a majority of votes as cast by the quorum of the competitions committee members. The Chairperson should be elected at a meeting to take place not later than November 30.   July 15 starting in 2015.  (Updated Aug 2016.)

A quorum is the number of members participating in meetings of the total possible membership. The quorum is set at 75% or more that will be able to pass a motion or elect a Chairperson.

These are the working groups that are established to represent the different competitions structures. They are elected by their clubs at the respective Geographic Union’s Annual General Meeting which is held in August for the Capital and held in September for the EPRU.

Men’s XVs Coordinators (6) – Each Men’s coordinator position listed will be responsible for maintaining and publishing the contact information of all Men’s teams within the MAC region, create and publish league schedules, overseeing promotion/relegation between divisions, assists with bid selection as concerns the Men’s divisions, serve as a liaison between teams for matters of dispute, govern over the compliance with competition policies and match reporting. The Chair of the Men’s Coordinators will be elected by those within these positions: Men’s Representative (3) (CGU), Men’s Representative (3) (EPRU)

Women’s XV Coordinators (4) – Each Women’s coordinator position listed will be responsible for maintaining and publishing the contact information of all Women’s XVs teams within the MAC region, create and publish league schedules, overseeing promotion/relegation between divisions, assists with bid selection as concerns the Women’s divisions, serve as a liaison between teams for matters of dispute, govern over the compliance with competition policies and match reporting. The Chair of the Women’s Coordinators will be elected by those within these positions: Women’s Representative (2) (CGU), Women’s Representative (2) (EPRU)

7’s Coordinators (4) – Each of the Men’s and Women’s coordinators positions will be responsible for maintaining and publishing the contact information of all 7s teams within the MAC region, collect, publish all 7s tournaments, assists with bid selection as concerns the 7s season, supervise and designate  those that are qualifying 7s tournaments, serve as a liaison between teams for matters of dispute, govern over the compliance with competition policies and match reporting.  Men’s Representative (1) (CGU), Men’s Representative (1) (EPRU), Women’s Representative (1) (CGU), Women’s Representative (1) (EPRU)

Referee Representative – Provide perspective and oversight from competitions matters that may impact the referee societies. Any referee society may put forth a member to sit on the competitions committee and is responsible for communicating to those societies as necessary. This position should be appointed by MidAtlantic Referee Rugby Society, for as long as that organization supports both Geographic Unions.
